Last season again proved to be an excellent year especially for our Youth section. Several Bucks boys played at both u16 and u18 for England. Our School of Rugby, in conjunction with London Wasps, is proving to be a model that others are encouraged to follow.
Our senior XV had its most successful season for many years with a youthful squad capably brought together by Jon Taylor. We are hoping for even better results in 2010.
As always we can only reach our targets thanks to the very generous and ongoing support of our sponsors, Risk Management, James Henderson, DGL Garages.

THE BUCKINGHAMSHIRE COUNTY RUGBY FOOTBALL UNION
COUNTY CUP & COUNTY SHIELD KNOCK-OUT COMPETITIONS
General
1. The County shall administer all adult cup competitions within the County, including the senior competition, namely, the Alan Grimsdell Buckinghamshire County Rugby Football Union Knock-out Cup (“the County Cup”).
2. Qualification for the County Cup and County Shield competitions shall be restricted to the 1st XV’s of all clubs in the membership of Buckinghamshire County Rugby Football Union (“Member Clubs”), who will be seeded based on their positions in the Rugby Football Union National League competition at the end of the previous season. Where a Member Club is relegated and replaced by another Member Club being promoted from a lower league, for the purpose of seeding, the promoted club shall be seeded above the relegated club. Any Member Club competing in County knock-out competitions that does not participate in the Rugby Football Union National League structure shall be seeded below those Member Clubs that do participate in the said National League structure.
Format
1. The sixteen Member Clubs that play in the Rugby Football Union National League structure shall be seeded from 1 to 16 in accordance with paragraph 2 above.
2. Member Clubs that do not compete in the Rugby Football Union National League structure will be seeded below the Member Clubs participating in the said National League structure.
3. The County Cup shall be contested by the Member Clubs seeded 1 to 7, plus the winner of the previous season’s County Shield.
4. The County Shield shall be contested by the Member Clubs seeded 8 and below (excluding the winner of the previous season’s County Shield), plus any Member Clubs not participating in the Rugby Football Union National League structure.
Regulations
1. All County Cup and County Shield matches shall be played according to the laws of Rugby Union Football and the Bye-laws, Resolutions and Regulations of the Rugby Football Union.
2. Member Clubs shall each be eligible to enter one team for the County knock-out competitions annually unless they have been specifically excluded in accordance with these Regulations.
3. Save for matters specifically covered in these Regulations, all County Cup matches shall be deemed to be qualifying matches for a Rugby Football Union knock-out competition and shall be played in accordance with the then current regulations of the Rugby Football Union Intermediate Cup competition.
4. Save for matters specifically covered in these Regulations, all County Shield matches are to be played in accordance with the then current regulations of the Rugby Football Union Junior Vase competition.
5. Any Member Club that fails to fulfil a County Cup fixture without first obtaining the written permission of the Competitions Secretary shall be deemed to have withdrawn from a Rugby Football Union knock-out competition and shall be dealt with in accordance with Rugby Football Union knock-out competition regulations current at the time. Permission to withdraw from a County Cup game will only be granted in exceptional circumstances. Any Member Club failing to fulfil a County Cup fixture, as aforesaid, may be excluded from the following season’s County Cup and/or Rugby Football Union knock-out competitions, as the case may be.
6. Any Member Club that fails to fulfil a County Shield fixture without first obtaining the written permission of the Competitions Secretary, which will only be granted in exceptional circumstances, shall be deemed to have withdrawn from the County Shield competition and shall forfeit their right to a place in the following season’s County Cup or County Shield, as the case may be.
7. Wherever possible, all County Cup and County Shield matches shall be played on a Saturday. Matches may, however, be played on other days of the week if stipulated by the Competitions Secretary or where agreement is reached between the participating Member Clubs and the arrangements are approved by the Competitions Secretary in advance. Unless played under floodlights, all County Cup and County Shield matches are to kick-off at 14.30 during British Summer Time and, otherwise, at 14.00. If matches are played under floodlights, the kick-off time shall be scheduled to take into account the possibility of extra time having to be played.
8. In all rounds of the County Cup, the number of permitted replacements shall be determined in accordance with the then current regulations of the Rugby Football Union Intermediate Cup competition. In all rounds of the County Shield, the number of permitted replacements shall be determined in accordance with the then current Regulations of the Rugby Football Union Junior Vase competition.
9. If possible, the draw for the preliminary and/or first rounds of the County Cup and County Shield shall be made at the County A.G.M. However, in an effort to avoid fixture congestion, the draw for the County Cup and County Shield competitions will only be made after the Rugby Football Union competition fixtures have been published. Member Clubs are reminded that Rugby Football Union Cup and National League fixtures are to take precedence over County Cup and County Shield matches.
10. The draw for each subsequent round shall take place at the earliest opportunity following the date upon which the previous round was (or, in the event of postponement, should have been) played. The result of the draw will be communicated to all concerned as soon as possible thereafter.
11. The winning team shall be responsible for advising the Competitions Secretary of the result by telephone, text or e-mail as soon as possible after the match, but, in any event, not later than 17.00 on the Monday following the game.
12. Member Clubs competing in the County Cup must only field players who are eligible to play in Rugby Football Union National League fixtures, as evidenced by the Member Club’s Player Registration List. Wherever possible, Member Clubs competing in the County Shield must endeavour to field players who are eligible to play in National League fixtures, as aforesaid. However, they may also field players that do not have Effective Registration (as defined by the Rugby Football Union Registration of Players Registration Regulations contained in the Rugby Football Union Handbook). However, no club may field an unregistered player who has played for another club in a County Shield fixture during the same season.
13. Wherever possible, all County Cup and County Shield matches are to be refereed by an appointee of the Buckinghamshire County Society of Rugby Football Union Referees or their nominated deputies.
14. In the event that the home side considers their pitch to be unplayable for any reason, the host club shall ensure that a pitch inspection is carried out by the appointed referee, or, if that proves to be impractical, by a local referee who is a member of a bona fide referees society, such inspection to be completed by not later than 10.30 on the morning of the match. If the official decides that the pitch is unplayable, the host club will be responsible for advising the visiting team, all match officials and the Competitions Secretary that the game has been postponed.
15. Clubs hosting the finals of the County Cup and County Shield are expected to be responsible for (i) the production and sale of programmes and (ii) collecting gate money and any charges which may be levied for car parking, etc. The host club is to pass these monies to the County Hon. Treasurer without making any deduction whatsoever. For its part, the County will provide appropriate cups and medals, to be handed out to all players (including replacements) and match officials participating on at the finals.
16. A trophy shall be presented to the winning team in each competition, to be held by them for one year. The respective holders of the County Cup and County Shield are responsible for having their trophy suitably engraved and returning it to the Competitions Secretary in a clean condition and good state of repair a minimum of one week prior to the date for the following season’s finals.
17. If applicable, the winners of the County Cup will qualify for the Rugby Football Union Trophy in the following season, provided that the said club has not been barred from taking part in club competitions by the Rugby Football Union. In such event, Buckinghamshire County Rugby Football Union will determine which Member Club, if any, is to be nominated for the Rugby Football Union Trophy.
COUNTY QUALIFICATION - PLAYERS
The Executive Committee looks forward with confidence to the coming season and to the continuance of the fullest possible support from all clubs in the County.
The selectors, in their constant endeavour to field the strongest possible side to represent the County in all its matches at whatever age group, would welcome the names of any players qualified to play for Buckinghamshire that a club feels merit inclusion.
Details of such players should be forwarded to the relevant team manager (see Playing Support Structure). The selectors will endeavour to watch all such players and review with club coaches their progress in the selection process.
The County Championship is played according to a two-tier format. Buckinghamshire are in the lower tier and compete for the County Shield. The County aims to gain promotion to the top tier within the next three years. The support of all Member Clubs and their players will be required in order to achieve this objective,
PLAYER ELIGIBILITY
a. A man may qualify to play for a County by birth or residence
b. No man may play for more than one County in the same season.
c. To qualify by birth, a man shall have been born within the Constituent Body area of the County concerned;
d. To qualify by residence, a man shall:-
· actually be residing within the Constituent Body area of the County concerned when he first plays for that County, provided that he has resided therein continuously for a period of three calendar months immediately preceding the date of playing; or
· shall be residing, when at school or college, either as a pupil, student or member of staff, provided that he remains a bona fide pupil, student or member of staff of the school or college concerned throughout the three months immediately preceding the date of playing;
e. Where a man plays for a County by virtue of qualification by residence under (d) (i) above, such qualification shall hold good until a man qualifies and plays for another County, but qualification by residence and playing under (d) (ii) above shall terminate in respect of a pupil or student (but not in respect of a member of staff) immediately his period of full-time education at the school or college comes to en end.
f. Residence taken up in order to attend school or college as a pupil or student shall not qualify a player under (d) (ii) above.
g. A man shall be held to be actually residing in a County only if:-
i. his own home or ordinary place of residence, which comprises premises which he ordinarily and regularly uses as his home and which he ordinarily and regularly uses as a sleeping apartment, be within the boundaries of the County concerned; or
ii. having no other home or ordinary place of residence of his own, his parents’ or guardians’ ordinary place of residence is situated within the boundaries of the County concerned; or
iii. being a member of H. M. Forces, he is stationed in the County, his station to count as his residence under (d) (i) above;
h. Any County that receives an official complaint (whether verbal or otherwise) regarding the qualification of one of its players must report the fact to the Rugby Football Union within 48 hours. The complaining County must also, within 48 hours of making the complaint, report the details upon which it is making the complaint. If the County against which the complaint has been made thereafter plays the man concerned and the complaint is upheld by the Rugby Football Union, the County concerned shall forfeit the match in question;
i. A man who has played for a County in the County Championship Competition in previous seasons and who so qualified to play for that County under any earlier Regulations as to eligibility shall continue to be eligible for that County until he qualifies and plays for another County under the present Regulations;
j. For the purpose of this Regulation, a man who has attended a County Championship mach as a named replacement and who is, on the date of such attendance, qualified to play for the County concerned by residence, shall, in the event of his thereafter losing his residential qualification, nevertheless, continue to be so qualified until the end of the season in which he attended a match as a named replacement or until he plays for another County in the same season;
k. A man who plays for a Division may only play in the same season for a County which forms part of and is comprised within the said Division and for which he is qualified to play under these regulations, notwithstanding that he may have a dual qualification for another County in another Division.

THE APPOINTMENTS PROCEDURE
The Appointments Secretary will endeavour to publish details of forthcoming appointments midway through the preceding month. Clubs should keep the Appointments Secretary informed of any changes to their fixtures, etc. Failure to notify the referee of a cancelled fixture may result in a club being charged if the referee travels unnecessarily. All games MUST be confirmed with the referee during the week prior to the fixture in question. If this requirement is not complied with, the referee shall have the right to seek an alternative game through the Society.
All appointments must be made by the Society’s Officers to ensure that the necessary insurance cover is in place.
WOULD ALL CLUBS PLEASE ENSURE THAT COMPLETED ASSESSMENT CARDS ARE RETURNED AS THESE FORM AN IMPORTANT PART OF A REFEREE’S DEVELOPMENT.
