6. Officers
|
|
|
The Officers who are also the Trustees of the S.R.F.U. shall be the President, Vice President, the Chairman, the Secretary, the Treasurer and the Representative or Representatives serving on the Council of the R.F.U. ("the Officers")
|
|
|
6.1 The Officers shall be elected in accordance with Articles 8, 9, 10, 11 and 21 of the Memo and Articles other than the Representative or Representatives serving on the Council of the R.F.U. who shall be elected in accordance with the terms set out in the Schedule hereto.
|
|
|
|
|
|
6.2 Each Officer other than the Representative(s) elected to the RFU Council who shall serve as stipulated in the RFU Rules, shall hold office from the end of the Annual General Meeting in the succeeding year but shall be eligible for re-election from year to year.
|
|
|
6.3 An Officer need not be a member of the Committee prior to election.
|
|
|
|
|
|
6.4 If an Officer is an elected member of the Committee at the time of his election to office there shall be a vacancy on the Committee which shall be filled in accordance with Rule 9.5.
|
|
|
|
|
|
6.5 If a vacancy occurs during a year the office shall be filled by the Committee.
|
|
|
7. Committee
|
|
|
|
The Committee of the S.R.F.U. shall consist of:-
|
|
|
|
7.1.1 The Officers
|
|
|
|
|
|
|
|
7.1.2 One Representative from each of the Divisions elected in accordance with Rule 9
|
|
|
|
|
|
|
|
7.1.3 Three Representatives elected by the Council of the R.F.U. from its own number.
|
|
|
|
|
|
|
|
7.1.4. Two Representatives elected by the Rugby Union Football sub-committee - English Division of the British Universities Sports Association
|
|
|
|
|
|
|
|
7.1.5. The chancellor of the rugby development committee and the performance committee
|
|
|
|
|
|
|
|
7.2 Eight shall form a quorum and the Chairman who shall be elected by the Committee from its members shall be entitled to exercise a second or casting vote.
|
|
|
|
7.3 The Committee shall normally meet once during each academic term and additionally as may be necessary or on receipt by the Secretary of a written request to do so signed by four members of the Committee.
|
|
|
|
7.4 At least fourteen days notice shall be given in writing of all Meetings.
|
|
|
|
7.5 The Officers shall be entitled ex officio to attend meetings of all Sub-Committees.
|
|
|
|
V
|
|
|
|
7.6 Any member of the Committee other than an Officer who is unable to attend a meeting of the Committee may nominate an alternate to attend such meeting in his place and shall prior to the meeting advise the Secretary accordingly. An Alternate shall have the right to vote.
|
|
|
|
7.7 Members of the Committee shall receive no remuneration other than the payment of authorised expenses for carrying out their duties.
|
|
|
|
8. Powers of the Committee
|
|
|
|
The affairs of the S. R.F.U. shall be administered in accordance with the Memo and Articles by the Officers and Committee whose powers include:-
|
|
|
|
8.1 To submit all applicants for membership to the Officers.
|
|
|
|
8.2 To decide the annual subscription.
|
|
|
|
8.3 To appoint Sub-Committees to deal with any affairs of the S.R.F.U. with such composition, powers and terms of reference as the Committee may determine. The Chairman of any Sub-Committee shall be entitled to exercise a second or casting vote. The quorum necessary for the transaction of business by any Sub-Committee shall be one third of its appointed members or as the Committee may determine. A Sub-Committee may exercise the power of co-option subject to the provisions of Rule 8.4.

|
8.4 To co-opt additional members to serve on it and to approve the co-option of additional members to serve on any Sub-Committee either for general or special service and with or without power to vote.
|
|
|
|
8.5 To invite individuals who are not members to attend any of its meetings or any meetings of any Sub-Committee and to speak but not to vote thereat.
|
|
|
|
|
|
|
|
8.6 To elect Honorary Life Members of the S.R.F.U. in recognition of special service to the S.R.F.U. or the Game who shall be entitled to such rights and privileges as the Committee may from time to time determine.
|
|
|
|
8.7 To elect the Officers in accordance with Rule 6.1.
|
|
|
|
8.8. To determine the Divisions
|
|
|
|
8.9. To deal with any matters not otherwise provided for in the Memo and Articles and to decide the interpretation of these Rules.
|
|
|
9. Election of the Committee
|
|
|
9.1 The Representatives elected by the Council of the R.F.U. shall be notified to the Honorary Secretary by 30th April each year.
|
|
|
9.2 The Representatives elected by the Rugby Union Football sub-committees of the British Universities Sports Association shall be notified to the Secretary by 30th April each year.
|
|
|
9.3 The Divisional Representatives shall be elected as follows:-
|
|
|
9.3.1 One Representative shall be elected for each of the Divisions by the Student Clubs which are in membership with it, each Student Club being entitled to vote. Each of the Divisional elections shall be arranged by the Secretary.
|
|
|
9.3.2 Only a person who is and has for the preceding two years been a member of or who undertakes and has undertaken for the preceding two years official responsibilities in connection with a Student Club in membership with the Division concerned may be proposed and seconded as a candidate for election as a Divisional Representative. No nomination of a candidate may be made without the consent of the Candidate.

9.3.3. Each nomination of a candidate as a Divisional Representative shall be proposed by one and seconded by another Student Club in membership with the Division concerned. Nominations must be sent in writing duly signed on behalf of the proposing and seconding Student Clubs by their respective Chairman and Secretaries to be received by the Secretary by an agreed date. A serving Representative may be nominated for re-election at the end of his year in office.

9.3.4 When there is more than one nomination for a vacancy an election shall be held by postal ballot. The names of the candidates shall be sent by the Secretary to all Student Clubs entitled to vote in the election concerned not later than an agreed date together with a ballot paper.
|
|
|
|
|
|
9.3.5 A postal ballot shall be supervised by the Chairman of the Committee assisted by two scrutineers appointed by the Committee. All ballot papers recording votes shall be signed by the respective Chairman and Secretaries of the Student Clubs casting votes and shall be sent by first class post to the Secretary by an agreed date. The ballot papers received shall then be examined by the Chairman of the Committee and the scrutineers who shall personally certify the votes cast for each of the candidates.

9.3.6 In the event of an election resulting in a tie the Representative shall be elected by the Committee from the candidates who have received an equal number of votes. The Committee shall also fill any vacancy if no nomination is submitted by the due date.
|
|
|
9.4 Elected Representatives shall assume office after the next Annual General Meeting.
|
|
|
9.5 Any vacancy that may occur during the course of a year shall in the case of an elected Divisional Representative be filled by the Committee and in the case of a Representative elected by the committee of the R.F.U. or the sub-committee of the British Universities Sports Association by the committee or sub-committee concerned.

|
|
10. Finance
|
|
|
10.1 The income of the S.R.F.U. shall be derived from subscriptions, gate monies and any other available and appropriate source.
|
|
|
10.2 Each Student Club shall pay to the S.R.F.U. the annual subscription decided by the Committee by 1st November each year.
|
|
|
10.3 The accounts shall be made up to 30th June in each year, signed by the Treasurer, audited in accordance with the Rules of the R.F.U., The Charity Commission and the Registrar of Companies and submitted to the Annual Financial General Meeting. A copy shall be sent to the Secretary of the R.F.U. and other authorities as required by law.

|
10.4 A suitable insurance scheme shall be in operation in all Student Clubs in compliance with the Rules of the R.F.U.
|
|
|
11. Meetings
|
|
|
11.1 The Annual General Meeting the Annual Financial General Meeting and Extraordinary Meetings shall be called and held in accordance with the terms of the Memo and Articles.
|
|
|
|
|
|
12. Annual General Meetings
|
|
|
12.1 Each Annual General Meeting shall transact the following business:-
|
|
|
12.1.1 To consider and approve (with or without amendment) the minutes of the previous Meeting).
|
|
|
12.1.2 To receive a report from the President.
|
|
|
12.1.3 To receive a report from the Committee
|
|
|
12.1.4 To consider and accept or reject any amendment to the Rules which shall have been duly proposed and of which due notice shall have been given as provided for in Rule 12.3.
|

|

12.1.5 To consider any other business of which due notice shall have been given.
|
|
|
12.2 After the completion of the Agenda the Chairman will be prepared to hear any relevant matter for the consideration of the Committee during he ensuing year but on which no voting in the meeting shall be allowed.
|
|
|
12.3- No Rules of Constitution shall be altered rescinded or added to without a majority of at least two-thirds of the votes recorded at an Annual General Meeting but no amendment shall be made which will have the effect of preventing the S.R.F.U. continuing as a registered Charity
|
|
|
12.4- Amendments to the Rules as agreed at the Annual General Meeting shall be
|
|
|
submitted to the R.F.U. for ratification.
