NRU has a legal and moral duty to ensure than when given responsibility for young people, coaches and volunteers provide them with the highest possible standards of care.
All clubs must ensure that all those who are in regular contact with children must be CRB checked and have a valid disclosure certificate issued by the RFU before they can supervise children. Those who do not can coach/supervise children for up to eight weeks only under the supervision of someone who has a current CRB certificate. If they have not received a disclosure certificate after eight weeks they must not continue to coach or supervise under any circumstances. This RFU regulation applies to all those in regular contact with children regardless of whether they have a full time, part time or only casual commitment with a club.
Any new coach that is appointed at your club and says that he/she has a CRB certificate must have this checked by the Club Safeguarding Officer. Only coaches that have been issued with a CRB Disclosure Certificate through the RFU can coach rugby unsupervised.
It is not sufficient for a CRB application to have been made by a person for them to coach/supervise at a club. The CRB disclosure certificate must have been issued and the disclosure number recorded by the Safeguarding Officer or other senior official at the club.
It is now NRU Policy that any person (e.g. coach/manager) with a lapsed CRB should not be allowed to undertake their role until such time as the renewal has been applied for. Once the CRB has been applied for, the coach/manager may undertake his/her roles under supervision of someone with a valid CRB until such time as the new document arrives. It is recommended that all clubs should adopt this policy as well.
Clubs that plan to organise a tour must also ensure that all adults that will be involved, including parents, must be CRB checked and have a disclosure certificate issued by the RFU, before taking part in the tour. This will involve planning well ahead of the tour and clubs should allow two months for this process to take place. If you plan to tour towards the end of this season applications need to be made in January.
These procedures are not only in place for safeguarding children but also the adults in your club and the club itself.

Child Protection for Match Officials
When refereeing young players match officials should
Ø
Recognise the importance of fun and enjoyment when officiating young players.
Ø
Provide verbal feedback in a positive way during games.
Ø
Appreciate the needs of the players.
Ø
Be a positive role model.
Ø
Recognise that safety is paramount.
Ø
Explain decisions – most young players are still learning.
Ø
Do not tolerate verbal abuse.
Officials should not
Ø
Change in the same area as young players.
Ø
Shower with young players – agree with the coaches a timetable.
Ø
Be alone with young players at any time – if a young player comes into the dressing room ensure another adult is present.
Ø
Check studs without the coach being present.
Ø
Administer first aid.
Ø
Allow a young player to continue playing if you have doubts about their fitness.
Ø
Tolerate bad language from young players.
Ø
Engage in any inappropriate contact with young players.
Ø
Give a lift to a player unless there are other young people or adults in the car and the parents are aware.

Take a young player to your home.
Ø
Overtly criticise young players or use language which may cause the player to lose confidence or self esteem.

Make sexually explicit remarks to young players even in fun.
Officials must always
Report, in writing, to the Club or CB Welfare Officer and/or Society Secretary, behaviour by adults with you feel contravenes RFU Child Protection Policy
