Rolling subs are now allowed in all RFU games at level 9 and below.
The exception are the Salford leagues where they are only allowed at games at league level 4 and 5.COPY OF CORRESPONDENCE RECEIVED FROM THE SALFORD LEAGUE RE. SUBS
Please ensure that all teams are aware that NO rolling subs are allowed in any SALFORD LEAGUE CUP games.
We have just had a team informing me that a referee insisted that a team must have a front row replacement. If they were to lose a front row to injury they would not be allowed to bring a substitute on who was not a front row.
In our Leagues this does not apply. We did not agree with the RFU on this and kept our Rules as they were.
Could you please ensure that all your referees are aware of our Ruling and that in all our Leagues we do allow the making up to 15 players.
The only difference to this is in Rule 3b as below.
Rule 3b states:- At all levels Premier to Division 3 only front row players who have been substituted may return to the field of play, and then ONLY in the case of injury. Rolling Subs to be allowed from Division 4 and below.
This means that teams can always make their team up to 15 provided that they have enough replacements left even in the Premier to Division 3. Divisions Premier to 1 are allowed 3 subs. The replacements DO NOT have to be front row.
Division 2 down are allowed 5 subs but if the Captains agree BEFORE the game starts, an open number of subs can be used.
The only difference to this is in the Raging Bull Cups where we do not allow any game to start without a full complement of front rows. However, even then we do not insist on any replacement front rows until the semi-finals and final.

The Society is now using RugbyFirst to appoint referees. Guidance can be downloaded from the link on the right. This shows how the Club's Contact can obtain the referee's details for each match.
In order to do so the Contact must have the correct role assigned to them within their Club's section of RugbyFirst otherwise the referees details cannot be viewed. This should have been undertaken on your behalf already. If not, please contact Paul Renton, the NW Referee Development Manger (paulrenton@rfu.com ).
