Improve Twickenham Station

The RFU has launched a petition calling for the redevelopment of Twickenham station in time for the Rugby World Cup (RWC) in 2015. We expect over 600,000 people from around the world to come and visit Twickenham for the tournament.  The majority of fans and visitors who will travel to Twickenham will arrive by train and use Twickenham station. The station is unwelcoming, lacking facilities and coping with large numbers of people on match days is a challenge. While London has invested heavily in infrastructure for the Olympic Games in 2012, Twickenham station has yet to see any improvements.

The RFU is hoping that all key partners will want to work together to deliver a Rugby World Cup of which Twickenham, the Home of England Rugby, can be proud. To register your support please go to  www.ipetitions.com/petition/twickenham

We are also looking for clubs to write to their local MPs in order to raise the profile of this issue at a national level. If you feel that your clubs would be able to help in this way, please contact Nicola Sheldon on nicolasheldon@rfu.com or 0208 831 6736 for a template letter.

Safeguarding

Teacher training and resources

You can find a new Key Stage 3 resource available to download on rfu.com/schools. It has been created for teachers to deliver the outcomes and key concepts of the National Curriculum for PE for years 7, 8 and 9. Each scheme of work has been developed in collaboration with Coach and Player Development and consists of a ten-week programme of progressive lesson plans with informative illustrations, support documents and a guide on how to use them.

Building on the success of previous years, we are pleased to bring you the 2011 Rugby Teacher Development Days. This year’s events will again be supported by former England head coach Brian Ashton, and the days are suitable for teachers and coaches of every level. Click here for more details

Sport Relief 2012

Following the massive success of Red Nose day on March 12, 2011, Rugby Clubs are being offered the opportunity to host a Sport Relief Mile event on March 25, 2012. Download the Sport Relief 2012 flyer to be sent to clubs via the next Grassroots ezine. Please encourage relevant clubs in your patch to register their interest via the website www.sportrelief.com/the-mile/organise-a-mile. Rugby clubs who hosted miles in 2010 found them a great way to promote their clubs and being part of the 2012 event will be a great way to keep the focus on rugby after the RBS 6 Nations and before the Olympics.

Tours and CASCs

Many CASC registered rugby clubs have a junior section which will sometimes go on a tour involving overnight stays and playing clubs in other areas of the UK or overseas. The juniors will usually carry out fund raising activities with the support of the club to enable them to afford to go on the tour. The club will often contribute something and travel, meals and accommodation expenses will be paid out of the funds raised and its own funds. Under the CASC rules the club can only pay ”reasonable travel expenses incurred by players and officials travelling to away matches”. HMRC take a strict line on this and do not consider that playing matches away from the club on tour qualify as “away matches” so that there would be a problem with the club paying the travel costs.

Furthermore there would be an issue with the payment by the club of meals and accommodation. If all of these costs were met out of funds raised by the juniors themselves this would avoid the problem. The practical issue is how to raise the funds without the club’s financial involvement.  A possible simple approach would be for one of the club members to open a bank account in his or her name to collect funds for the junior members going on tour. These funds would not be held on behalf of the club but for those going on tour and the funds raised would not belong to the club neither would they be recorded in the clubs accounts. They would be dealt with separately so that HMRC could not argue that the club was paying for the tour costs.

There may very well be other more complicated solutions if for any reason this approach is not acceptable. This issue does not only apply to junior tours but to any tour made by club members and great care is needed to avoid the “expenses” rule pitfall under the CASC scheme.

The purpose of the CB Send Out is to provide a single RFU/RFUW e-newsletter for operational communications from all departments relevant to Constituent Bodies nationally. This enables us to: reduce the quantity of email sent to CB volunteers, provide information in 'bite size chunks', ensure requests for action or information are volunteer friendly, comply with the RFU e-day policy. You have received this email because you have  'CB’ role on the RFU’s RugbyFirst system. If you would like this role removed, please email rugbyfirstsupport@therfu.com and it will be removed on your behalf.
