| 1. Executive Summary
The GRFU operates under the protocol of the RFU and in line with the RFU Strategic Plan The objective of the GRFU Strategic Plan is to ensure that the needs of rugby football are met within the Constituent Body. This requires an organisation and administration structure to meet the needs of the members clubs and to develop the game at all levels.
The GRFU functions on the basis of the Operating Rules that provide the interpretation of the Incorporation Schedules. The Operating Rules are in a separate document copies of which can be obtained from the GRFU County Office. The Operating Rules contain a series of Appendices that define the scope, terms of reference and method of operation of all aspects of the GRFU function. The GRFU organisation and structure are in line with that of the RFU structure and provide defined channels from the RFU to the stakeholders. The GRFU Financial structure utilises the same sectors as budget centres and as a result the budgets and budgetary controls are easy to implement. The individual items listed in the action plan relate directly to the budget and provide the elements for the budgetary control process. The budget adopted for 2007-08 will result in a deficit of £10,000 which is necessary to accommodate the changes particularly those associated with the CB Schools of Rugby. The allocation of funding for each function is indicated in the relevant action plan.
The GRFU Plan matches the RFU four year cycle plan. It can be clearly seen that the GRFU action priorities as shown in Figure 1 relate closely to the RFU plan priorities as shown in Figure 2.The GRFU actions are prioritised year by year to match the RFU cycle.
The Strategic plan for 2007-08 has three main elements;
- the establishment of the CB Schools of rugby,
- the implementation of the goplayrugby programme to focus on recruitment of players and administrators into the game.
- the development of a modified administration structure to provide for the business needs of the County and to bring the organisation up to the requirements of the RFU Plan
Although Bristol RFC Ltd and Gloucester RFC Ltd are members of the CB their activities are only included in terms of player development, the role of those clubs and their academies in relation the Representative Rugby Development and Club Rugby Development.
The four headings identified as the GRFU Environment are addressed throughout the Plan rather than under their specific headings.
The plan covers the seasons 2007-08 to 2011-12.
