Full Rules
1. The competitions shall be under the control of the Committee of the Stroud & District Rugby Football Combination and their decision shall be final and binding on all member clubs concerning any matters relating to the competitions. Except as below the competitions shall be played according to the rules of the RFU knockout competitions applying at the time. The home team shall have the responsibility for ensuring that the competition rules are adhered to and that the referees and other officials are aware of the relevant sections.
2. Cups. The Cups shall remain the property of the Combination and never become the property of the club.
3. Qualification of Clubs. Only clubs in full membership of the Combination are eligible to compete. Clubs who have failed to pay their current annual subscription to the Combination maybe barred from participation.
4. Notice of entering. Clubs desirous of entering shall give notice to the Secretary at or before the first meeting of the Combination Committee in the season in which they wish to compete. No club shall enter more than one team at any level in the competitions.
5. Playing Rules and Jerseys All matches shall be played under the laws of the Rugby Football Union. The current RFU Knockout competitions rules shall apply accept for those teams where league registration is not compliant and in those circumstances all players must be fully paid up members of that club. All teams shall play in their Club jerseys. In the event of a clash of colours, the home team shall change. If a clash of colours in the final, the Combination Secretary will make the decision.
6. Players to Compete for one Club only. No player shall play for more than one club in any of the competitions in any season.
7. Qualification of Players If a player holds an effective registration for another club he will not be eligible to enter any of the Combination Cup Competitions. In case of any doubt, the Combination's Committee decision as to what constitutes an eligible play shall be final.
8. Eligibility. No player having started in a match in the Senior cup may take part in the Junior Cup or Bill Adams Cup Competition. No player having started in a match in the Junior Cup may take part in the Bill Adams Cup Competition. Replacements shall be in accordance with the current RFU laws. A player, who acts as a replacement for a senior match and plays, shall still be eligible to play in the Junior or Bill Adams Cup Competitions. A Junior match replacement that plays shall still be eligible for the Bill Adams Competition. If a club does not take part in the Senior Competition then they will cup-tie the 15 players that started the most recent 1st XV league match prior to the date of their first match in the junior competition (or the Bill Adams Competition if they are not participating in the Junior Competition). If the club does not take part in the Junior competition, then they will cup-tie the 15 players who started the most recent 2nd XV match prior to the date of their first game in the Bill Adams Competition.
9. The Rounds. The full draw shall be made at a meeting of the Combination Committee usually at their first meeting in the new season. The rounds of the different competitions will take place on fixed dates, to be set by the Combination Committee and will begin with the Senior Competition followed by the Junior, followed by the Bill Adams Competitions. Any variation will be made only with the agreement of both clubs and if this results in the order of the matches being different from the above, the cup tied arrangements given in paragraph 8 will apply.
10. The General Secretary of the Combination will be responsible for passing details of the draw to the Referees' Society and for organising the finals. In all other matches the home club will be responsible for all arrangements, including confirming with referees (and touch judges where appointed by the Referees' Society.)
11. Choice of Ground Unless mutually agreed otherwise, the club drawn first shall be the home team. If the ground on any club is considered to be unsuitable, for a cup-tie, their opponents can appeal to the Combination Committee. The Committee may agree to the tie being played on the ground of the opponent or a neutral ground. The appeal shall be made not less than 10 days prior to the next date of the tie.
12. Any club failing to field a team in the competition shall forfeit the game and their opponents automatically go through to the next round.
13. Drawn Matches In all rounds except the final, if after 80 minutes the scores are level there shall be an immediate period of play, between the same teams, of 10 minutes each way with a one-minute interval. If the scores are still then equal, the team that has scored the most tries shall go forward to the next round. If this does not produce a result the team that has scored the most goals from tries shall go forward to the next round. If all is still equal the visiting team shall go forward to the next round. In the Finals there will firstly be a count back and a result will be declared from the team that has scored the most tries. If this does not produce a result the team that has scored the most goals from tries shall declared the winner. If all is still equal there will be a period of sudden death play of 10 minutes each way with the team who first scores being declared as the winners. If after the period of sudden death play the scores are still equal both teams will be declared co-winners.
14. The Officers of the Combination shall have full power to deal with any matter relating to the Cup Competitions for which no provision is made in these rules.
