1. That the competition shall be under the management of the committee of the combination which must include one representative of each club, who shall settle all disputes. There will be three sections, senior, junior and minor
2. That the senior cup shall remain the property of the Cinderford RFC and shall never become the property of any other competing club.
3. That only clubs affiliated to the Gloucestershire Rugby Football Union or belonging to the Forest of Dean Combination shall be eligible to compete.
4. Each club desirous of competing in the cup competition must give notice to the Hon Secretary of the competition before or at the January meeting.
5. That all clubs taking part shall include in the team only bona fide playing members of the team.
6. All matches shall be played under the rules of the Rugby Football Union. All members must play in club jerseys. On any occasion when the colours of two teams competing are similar, the home team shall provide and wear distinctive jerseys.
7. All Senior first round matches to be played on or before the first Tuesday in April. When the need arises, a preliminary round shall take place prior to the first round. The semi-finals will take place on or before the second Tuesday in April. If in the opinion of the referee the condition of the ground does not allow a game to be completed on or before the Tuesday stated, then the games shall be played on the following Thursday. If for any reason these dates cannot be met, or the teams involved in any game cannot agree a suitable date or venue, then the committee shall decide. Any team defaulting shall automatically forfeit the round. The date and venue of the final shall be agreed annually by the committee.
8. No player shall play for more than one club in the competition in the same season. Senior players are not to play in the junior competition and the senior competition is to commence before the junior etc. In the case where a club field its 2nd XV in the senior competition no 1st XV player from that clubs last competitive first XV match prior to the start of the competition is eligible to play in either competition. Each club in this position shall submit their list of these players so that this list can be approved by the committee. (See rule 1).
9. The price of admission to all cup matches shall be set by the committee. After payment of expenses the monies taken at the gate are to be handed to the treasurer of the combination ASAP, but no later than the end of May. This responsibility will lie with the combination representative of the home club.
10. Unless where otherwise mutually arranged, the clubs who are in each instance first drawn in the ballot, shall have the choice of ground. The combination committee shall appoint ground for the final and if necessary the replay, and take sole management and arrangement.
11. If after 40 minutes each way of all matches excluding the final the scores are level, the team that has scored the most tries shall go forward into the next round. If this fails to give a result, the team that has scored the most goals from tries shall progress, if the scores are still equal after this elimination process then the away side shall go forward into the next round.
FINALS:-If at full time the scores are equal, then a period of 10 minutes each way extra time shall take place. If after extra time the scores are still equal, the team that has scored the most tries shall be the winner. If this does not bring a result then the team that has scored the most goals through tries shall be the winner. If this still does not produce a winner, then a further period of extra time will take place. This will be of a sudden death format with the first team to score being the winners. Teams will change ends every 5 minutes until a winner is found.
12. Replacements are to be used in line with the latest RFU guidelines.<
13 Referees shall be appointed by the Gloucestershire Society on application from the combination secretary.
14 Suitable medals will be awarded at the discretion of the committee.
15 The cup winners are to guarantee its safe keeping and return on application.
16 Any infringement of these rules shall debar the offending club from any further participation in the competition during the season.
17 Any alterations to the cup competition rules are to be notified to the Honorary Secretary 21 days before the Annual General Meeting, and notice to be given to other clubs 14 days prior to the Annual General Meeting
